Draws a shield with a pill-shaped background
Parameters
- fillColor: string
  Color of pill background fill
- strokeColor: string
  Color of pill outline stroke
- textColor: string
  Color of text (defaults to strokeColor)
- rectWidth: number
  Width of pill (defaults to variable-width)
Returns Partial<ShieldDefinition>
a shield definition object
