Draws a shield with a fishhead background, pointed downward
Parameters
- fillColor: string
  Color of fishhead background fill
- strokeColor: string
  Color of fishhead outline stroke
- textColor: string
  Color of text (defaults to strokeColor)
- rectWidth: number
  Width of fishhead (defaults to variable-width)
Returns Partial<ShieldDefinition>
a shield definition object
